Family and Political Background:-
Vishwanath Pratap Singh was born on 25 June 1931 in the Rajput Zamindar family. This family was ruling the kingdom of Manda. He was educated from Dehradun and studied at Allahabad and Pune Universities also.
In Rajiv Gandhi he was appointed as Minister of Finance in 1984 first and Minister of Defence in January 1987. He resigned from Rajiv Gandhi’s cabinet, Government and even from his party Congress (I) after he found fraud in procurement of Bofors.
He formed Janata Dal (JD) merging Jan Morcha, Lok Dal and Congress (S).  He fought election against Rajiv Gandhi in coalition with two other major parties. This coalition was recognised as National Front. He became Prime Minister of India on 1989.
Work Performance:-
V P Singh was the first Prime Minster who has been elected for only one Main agenda – Corruption.
But after being a Prime Minister he didn’t do anything further on corruption. He did not do anything to take the Bofors scandal also for which He was become a national Hero and Prime Minister.
His achievement was controversial step that is implementation of Mandal Commission suggestions.

Miss:-
During V P Singh’s tenure India has felt undoubtedly downfalls in every sector. During this time, economy worsened, Prices hiked abnormally, Foreign exchange reserve went to a dangerous level and India joined the list of 'debt defaulters'.
In Kashmir, the situation more worsened.  Nearly 90,000 Hindus Kashmiri Pandits were forced to leave their houses of valley and they became refugees in their own land by migrating to other places of India.  This is the greatest refugee migration in Indian history. Till date Kashmiri Pandits are leaving as refugee with poor conditions.
Former, Indira Gandhi has played a communal card to create Vote Bank, she has divided India in Hindu-Muslim and V P Singh further divided India in Castes by implementing Mandal Commission report to create Vote Bank and to earn his name as Social Justice. V P Singh suddenly wanted to consolidate 'backward class vote base' in his favour.  On 7th August 1990, he issued orders implementing Mandal Commission Report. This is the worst chapter of Indian Politics; it has divided Indian people in many pieces.
During Janata Government Morarji Desai appointed a Commission with Mr B P Mandal (a senior MP from Bihar) as Chairman and 5 others as Members on 20th December 1978, to recommend reservations for most backward class people.  The Commission submitted its report on 31st December 1980 to then Prime Minister Indira Gandhi. Accordingly to Mandal commission, some of the socially backward castes called 'Other Backward classes (OBC)' were given 27% reservation in all the Central Government jobs and admissions in educational institutions. This report was not implemented both by Indira Gandhi and Rajiv Gandhi for various political reasons, fearing backlash but V P Singh opened it and implemented it.
For the first time, in India, caste politics emerged in a large scale. In protest nearly 75 students in the North self immolated themselves, more than 200 people died.
V P Singh government fall down after BJP withdrawn support in return of arrestment of L K Advani who was marching toward Ayodhya with his so called Rath Yatra.



I K Gujral
Tenure:-21 April 1997 To 19 March 1998. 332 Days.
Party: - UNITED FRONT
Family and Political Background:-
Inder Kumar Gujral was born on 4 December 1919 in Jhelum (now in Pakistan). He studied at D.A.V. College, Hailey College of Commerce and Forman Christian College University, Lahore. He also participated in independence movement  and was jailed in 1942 during the Quit India Movement.
The Indian National Congress  was supporting the United Front government from outside, but decided to withdraw its support to the incumbent prime minister. To avoid mid-term elections, Congress agreed to support another United Front government under a new leader.  The United Front elected Inder Kumar Gujral as their new leader and he was sworn in as Prime Minister on 21 April 1997.
Work Performance:-
Though he had got only 332 days to rule, he has made efforts to do good at least. He was appreciated for his Gujral Doctrine as foreign policy. His resistance in signing CTBT (Comprehensive Test Ban Treaty) was the most important task.
Miss: - Some controversial decision especially on politicians who have been allegedly corrupted are major miss to establish government reputation.

The Indian National Congress withdrew support from his government on 28 November 1997. The president then dissolved parliament on 4 December 1997.
